After an agonising two years, Abhilash Choudhary can finally breathe a sigh of relief. The devoted son and an equally diligent employee can now fulfil his responsibilities at work while also caring for his ailing mother. Working as a Junior Assistant at the Nalbari DC office had been challenging for him. However, his recent transfer to the DC office in Tamulpur, his hometown, has made it easier for him to manage work and family.
“I lost my father to kidney ailments a few months ago. Since then, my mother, who is unwell, has been alone. Being the only son and working in another district made things very difficult, but with this transfer to my home district, I can now take proper care of her,” Abhilash told Asom Barta.
Abhilash attributed this seamless transition to the newly launched Swagata Satirtha portal. “Just a few days after the portal was launched in January, I applied with all the necessary documents. By June, I received my transfer order. The entire process was smooth—no hurdles, no bribes,” he noted.
The emotion is the same in the case of Dibyendu Chowdhury, formerly posted as Junior Assistant at the office of Inspector of Schools, Cachar. He recently received a transfer to the Directorate of Higher Education in Guwahati through a completely transparent process, “I was working in Cachar for over two years. However due to family issues, staying far away was challenging. Getting to know about the mutual transfer portal, I immediately applied and got transferred to Kamrup (M),” he told this reporter.
A beaming Dibyendu said that he never thought the transfer will be so quick, without going around Government offices or requesting any senior official.
Swagata Satirtha portal is a visionary initiative of Government of Assam led by Chief Minister Dr. Himanta Biswa Sarma. It was launched with an aim to replace the old manual system and bring changes in the transfer process of Grade III and Grade IV Government employees of the State. The mutual transfer portal became active from January 1, 2025.
For Parul Rajbongshi, a forest guard and the only daughter to her parents, a transfer from Lakhimpur to the Guwahati Wildlife Division came just in time. “I am from Udalguri, and with this new posting in Guwahati, I plan to bring my parents here for better access to medical care,” she told this newsletter, adding, “The Swagata Satirtha portal made the process incredibly fast and reduced the usual waiting time.”
On June 7, Chief Minister Dr. Himanta Biswa Sarma ceremonially distributed mutual transfer orders through the Swagata Satirtha portal. Till date, a total of 4,502 mutual transfer applications have been approved through this portal benefitting 9,004 Grade III and IV employees.
Post ceremonial distribution of the letters, the Chief Minister posted in X, “Gone are the days when a Government transfer meant long queues at Janata Bhawan or paying large sums under the table. With the Swagata Satirtha portal, we have made the transfer process simpler, time-bound, and fully transparent. Today, with just a click, over 9,000 candidates were mutually transferred – without paying a single paisa or knocking anyone’s door! This is our commitment to bringing transparency and accountability to every facet of Government service.”
He further shared “Guided by Adarniya Shri Narendra Modi ji’s vision, we are ensuring large scale recruitments, promotions and transfers without a single spot of corruption.”
The launch of the Swagata Satirtha portal marks a transformative step by the Government of Assam toward transparent, efficient, and citizen-friendly governance. By eliminating red tape and corruption from the transfer process, the portal has not only empowered thousands of employees but has also reaffirmed the Government’s commitment to accountability and human-centric administration. The initiative is being touted as a model for digital governance across the country.
