To uplift the infrastructure of Dibrugarh befitting the second capital of the State, Assam Chief Minister Dr. Himanta Biswa Sarma during his recent trip to the upper Assam district unveiled developmental projects worth over ₹500 cr.
The Chief Minister, on the very first day of his visit, performed Bhoomi Pujan of the ₹8.72 cr project of the historic Burha Burhi Saal at Chapakhowa in Sadiya Co-District which includes restoration of main mandir, new infrastructure and other amenities for devotees.
He also inaugurated the first energy station operated by Assam Gas Company Ltd at Makum Bypass.
The Chief Minister laid the foundation stone for the infrastructure upgrade of Dibrugarh University under the Chief Minister’s Special Grant and Pradhan Mantri Uchhatar Shiksha Abhiyan (PM-USHA), worth ₹146.43 cr.

The infrastructure to be built under the Chief Minister’s special grant will consist of a girls hostel, repair of internal roads, Type-IV housing, sports complex and upgradation of the gymnasium. Further, the infrastructure to be built under PM-USHA will have a girls’ hostel, academic building, research centre, incubation centre, while the library and computer lab existing in the University will be modernised and developed.
According to the Chief Minister’s office, “Once completed, the projects will enhance the university’s academic environment and provide a positive boost to students’ extracurricular development and enhance connectivity and public facilities.”
Dr. Sarma also laid the foundation stone for teachers’ quarters and a students’ hostel worth ₹357.28 cr at the Assam Medical College and Hospital (AMCH). The project includes construction of faculty, gazetted staff residence, grade-III and nursing staff residence, residence of principal, vice principal, medical superintendent, staff quarters, hostels for MBBS (Male & Female) PG (Male & Female), Dining Block, GNM Hostel (Female), Community Hall.
“The project aims to redevelop and provide additional facilities for staff and students of the institution,” a note from the CMO stated.
Addressing the gathering, the Chief Minister said, “The Government of Assam has taken significant steps to transform medical education and expand healthcare access in Upper Assam and across the State.”
He announced that over the next five years, the State Government aims to recruit 1,000 doctors every year, “By 2035, Assam will have 30 Government- owned medical colleges. Today, we have several applications to open private medical colleges but our priority is to strengthen our public education system.”
In Naharkatia, projects worth ₹130 cr, including the building for Co-District Commissioner’s Office, Namrup-Naharkatia road overbridge, Naharkatia Higher Secondary School building, Konwarigaon High School building, a hockey stadium and Tata Centre of Excellence at ITI Naharkatia were unveiled.
At the same event, the Chief Minister handed over ITI Naharkatia to the Skill Department wherein an agreement was signed with Tata Technologies Limited to transform this ITI into a Centre of Excellence.
Speaking at the event, Dr Sarma said, “In the last five years, Naharkatia has seen significant progress with the development of roads, an industrial corridor, a mini stadium, ITI and much more.”
He added that Namrup, along with Naharkatia is witnessing rapid growth with major projects like Greenfield Fertilizer Plant, NRL’s industrial initiatives, among others.”
On the hockey stadium, the Chief Minister posted in his X handle, “Preparing for Chak De moment. In Naharkatia, we have begun work on a state-of-the-art hockey stadium which will provide facilities for training and playing to budding players. Important sports infrastructure, earlier centred in Guwahati, is now being built across Assam.”
The Chief Minister also met with young hockey talents and encouraged them to chase their dreams.
Boosting complementary administrative infrastructure, the Chief Minister laid the foundation stone for Ministers office costing ₹65 cr in Dibrugarh. The project features the Ministers Office, dedicated blocks for the Chief Secretary and Additional Chief Secretary and a convention centre.
Besides construction of the Assam Legislative Assembly building, MLA Hostel, Auditorium at CM Secretariat in Dibrugarh are also on the cards, the Chief Minister said,
