In the past four years, the Government of Assam has taken significant strides to ensure the holistic welfare of its people across all sections of society. Prioritizing inclusivity, the administration has come closer to citizens to uplift the most vulnerable and address diverse socio-economic needs.
Creation of Districts and Co-Districts
In the year 2023-24, four districts- Bajali, Biswanath, Hojai and Tamulpur were created to enhance better administration and governance, 78 Co-Districts were also established, aligning with the boundaries of Legislative Assembly Constituencies. Of these, 39 were operationalized on October 4, 2024, utilizing available infrastructure and manpower.
The Assam Cabinet meeting held on April 12 approved the operationalization of 10 more Co-Districts by August 15, 2025.
Ensuring Fair Selection
The Assam Public Examination (Measures for Prevention of Unfair Means in Recruitment) Act was enacted to prevent malpractices and ensure fairness in the conduct of various public recruitment examinations.
Yet another significant achievement of the present Government in Dispur is the constitution of the Assam Direct Recruitment Commissions for Analogous Posts in Class-III and Class-IV Act 2021. In a transparent manner, thousands have been recruited to be part of the Government.
Since May 10, 2021, the Assam Public Service Commission has also recommended 6,109 candidates for various Government posts, including 1,479 for ACS and Allied Services ensuring efficient recruitment for gazetted and non-gazetted positions in Assam.
The Government also constituted the Assam State Commission for Right to Public Services (ASCRTPS) in March, 2024 to strengthen public services delivery framework and appeal mechanism,
E-File Disposition
Mission Sadbhavana is another visionary and time relevant initiative taken under the leadership of Chief Minister Dr. Himanta Biswa Sarma to dispose of the long pending files in a mission mode and reduce citizens’ visit to the Janata Bhawan. All matters related to all old files pending before 10th May 2021 were disposed of in a time-bound manner by 14th August 2022.
This facilitated transition from manual to digitised mode of file disposal, ensuring cleanliness of the working environment and expediting the file processing system through e-office. Hitherto, over 7.7 lakh physical files to eFiles conversion have been initiated, out of which over 1.3 lakh have been converted.
Assam has surpassed the average 30% national percentage of quality of disposal of grievances by clocking in an achievement of 60%, twice that of the national average.
Equipping Bureaucracy
Assam Administrative Staff College (AASC) strengthened its training quality through collaborations with LBSNAA, Mussoorie, ISTM New Delhi, WADHWANI Foundation, YASHADA Pune and IIPA New Delhi. For the first time, ACS Officers were sent to IIM, Shillong for modules on Project Management and Leadership as part of their 10 years’ mid-career training.
For the first time, a month-long training programme on Bodo and Mising language and administration of Sixth-Schedule Areas for 2024 batch of ACS probationers was organised.
Mission Karmayogi: A tripartite MoU had been signed by the Government of Assam, Capacity Building Commission and Karmayogi Bharat for effective governance.
Some departments have been rechristened while others have been merged for efficiency while new directorates have also been put in place. (Please See Box)
Honouring Employees
To encourage Government employees, the death anniversary of Lokapriya Gopinath Bordoloi (August 5) is now observed as “Lok Kalyan Divas”. On this day “Lok Sewa Puraskar” is awarded to recognize the outstanding works of non- gazetted regular Government employees. Every year, five employees in each district and 10 at the State-level are awarded with the Lok Sewa Puraskar.
