The Assam Legislative Assembly convened a special one-day session on June 9, 2025. The proceedings commenced with Speaker Biswajit Daimari paying tribute to several eminent personalities from Assam who passed away this year. The House also observed a moment of silence in memory of the victims of the Pahalgam terrorist attack and those who lost their lives during the recent floods.
The provisional agenda for the session included obituary references, the announcement of the Working Advisory Committee’s report, Government resolutions, and other official business. The primary focus of the session, however, was to pass a resolution to rename the Dibrugarh Airport after the legendary musician and cultural icon, Dr. Bhupen Hazarika. The resolution was passed unanimously by the House.
In celebration of Dr. Bhupen Hazarika’s 100th birth anniversary, the Government announced a year-long commemorative programme to honour his life, works, and achievements. The initiative includes the formation of a Birth Centenary Celebration Committee, commemorative ceremonies at five locations across the State, the translation of his biography into multiple Indian languages, the production of documentaries, the release of commemorative coins, and the naming of a major institution in Assam in his honour.

The first meeting of the Core Committee for the centenary celebration was chaired by Chief Minister Dr. Himanta Biswa Sarma, who briefed the Assembly on its proposals. “The biography of Sudhakantha Bhupen Hazarika will be translated into 23 Indian languages and distributed to colleges, universities, libraries, and one million families across the country to inspire the youth,” the Chief Minister said.
He also informed the House that the Committee has proposed organizing a “Sudhakantha” event at Columbia University and designating the Bhupen Hazarika Samadhi Kshetra as a “Samanya Kshetra.” Efforts will be made to implement these proposals in a timely and comprehensive manner.
Sharing his sentiments on the Assembly’s decision, the Chief Minister wrote on social media:
“It gives me great joy to share that the Assam Assembly has unanimously passed the resolution to rename Dibrugarh Airport as Dr. Bhupen Hazarika Airport. This will be a befitting tribute to the legacy of the Bharat Ratna, whose contributions to Assam and India are unparalleled.”
During the session, the Pahalgam terrorist attack was also discussed. The Chief Minister informed the House that Cabinet members had visited the families of 25 of the 26 victims and offered financial assistance of ₹5 lakh to each family.
The Assembly also unanimously passed a motion congratulating the Indian Armed Forces and the Government of India on the successful execution of Operation Sindoor, which targeted terrorist training camps in Pakistan and Pakistan-occupied territories. The operation was lauded for its precision, efficiency, and dedication, accomplished without any harm to Indian lives or property.
Addressing the people of Tezpur, the Chief Minister announced his intention to propose renaming Tezpur Airport as Jyoti-Bishnu Airport, at an appropriate time, in honour of two of Assam’s towering cultural figures.
He also reassured the House that the Government is not planning to implement a masterplan for the proposed satellite township in Palashbari that would result in the eviction of indigenous and tribal communities.
The status of the Jal Jeevan Mission was reviewed during the session, along with other developmental initiatives.
Regarding the National Register of Citizens (NRC), the Chief Minister clarified:
“The Supreme Court delivered its judgment after the completion of the NRC compilation. Further steps will be taken only after securing the NRC data, and we are currently working towards ensuring its protection.”
