Assam initiated the concept of Ashtadash Mukutar Unnoyonee Mala in the year 2017-18. The then Finance Minister of the State and present Chief Minister Dr. Himanta Biswa Sarma mulled these schemes inspired by 18 chapters of the Bhagvad Gita. They indicate priorities of the State Government in a particular year. While some of the schemes are a continuation from earlier years, many are new ones.
1. Mukhya Mantri Sva-Niyojan Mission:
To create self-employment, the Government will promote micro-entrepreneurs among the unemployed youths belonging to BPL families and low-income households. The Government shall provide 1 lakh beneficiaries a one-time Seed Capital of ₹ 2 lakh in tranches for starting micro-enterprise units in the next three years. ₹ 1,000 cr earmarked for FY 23-24
2. One lakh jobs:
By May 10, recruitment of 40,000 candidates will be completed. Remaining 18,000 are at various stages of recruitment.
3. Assam Micro-Finance Incentive and Relief Scheme (AMFIRS):
In the FY 2023-24 Budget, ₹ 500 cr has been earmarked for those women who have borrowed up to ₹ 25,000 only. This will benefit lakhs of debt-ridden borrowers.
4. Daridrata Nivaran: (Poverty alleviation):
A four-pronged strategy for poverty alleviation under the following heads:
a) Orunodoi: The State Government will add 10 lakh new beneficiaries in Orunodoi 2.0 in FY 2023-24. The amount will be hiked to ₹ 1,400 by the end of this financial year. Total beneficiaries will now be 27 lakh. ₹ 3,420 cr earmarked.
b) Mukhya Mantri Ayushman Asom Yojana:
Under it, 27 lakh new families get ₹ 5 lakh worth of cashless treatment. This is now the biggest health insurance scheme in the country. ₹ 135 cr allotted.
c) Ensuring Food Security:
An amount of ₹ 404.94 cr has been earmarked for this.
d) Mukhya Mantri Awas Yojana: Housing for All
In the year 2023-24, ₹ 800 cr has been earmarked for 1 lakh beneficiaries.
5. Pragyan Bharati:
The Government will upgrade infrastructure of around 500 high schools with ₹ 5 cr per school. ₹ 1 Cr will be provided to 500 high schools for furniture, smart classrooms, teaching learning materials and sports infrastructure. ₹ 2,500 cr has been earmarked.
6. Assam Urban Health Mission (AUHM):
To provide affordable, accessible, and quality healthcare for the urban population, Assam Urban Health Mission will be launched.
7. 200 years of Assam Tea:
The Government proposes to organise road shows in major cities across the country and abroad to promote Assam Tea as a brand and showcase the rich socio-cultural heritage of tea garden communities. Enhanced production subsidy and tax holiday on Agricultural Income Tax for three years also announced.
8. Quest for Cultural Identity:
Under the revamped Assam Darshan scheme an amount of ₹ 15 lakh each will be provided for ancient religious institutions which are more than 100 years old. ₹ 180 cr has been allocated for this scheme.
9) Mission for Prevention of Child Marriage:
With a target of making Assam free of incidences of child marriage by 2026, this Mission is being set up in the Women and Child Development Department, with allocation of ₹ 200 cr.
10) Amar Gaon Amar Gaurav:
To ignite the spirit of the 26,000 villages in Assam and create a sense of belongingness, these villages shall celebrate village foundation day. Every village will be given a token amount of ₹ 5,000.
11) Khel Maharan and Sanskritik Mahasangram :
Khel Maharan: This five discipline sports event at the grassroots level will create an inclusive environment for identifying talent.
Sanskritik Mahasangram: All revenue villages will organize competitions in six categories namely, Jyoti Sangeet, Rabha Sangeet, Bhupendra Sangeet, Rabindra Sangeet, a tribal Dance and Bihu.
Total Outlay: ₹ 60 cr.
12) Reviving the movement around women empowerment:
Any woman associated with Self-Help Groups will be encouraged to transform herself into a home-based entrepreneur. Target: 30 lakh women entrepreneurs.
13) Creating Growth Corridors:
Under “Mukhya Mantrir Unnoto Pakipath Nirman Achoni”, Government will provide connectivity to eligible unconnected habitations or habitations connected with totally dilapidated existing roads through 2,000 new roads of 3,000 km. A new scheme “Mukhya Mantri Nagariya Path Pokikaran Achoni” has been announced.
14) Right to Public Service Commission:
The Right to Public Services (RTPS) portal has been upgraded as a single-entry point for all Government services and is renamed as Sewa Setu. The Assam State Commission for Right to Public Services set up.
15) Apun Ghor, Apun Bahan:
The Government will continue the existing Apun Ghar scheme. ₹ 108 cr earmarked. Under Apun Bahan scheme, Government employees can avail interest subvention for a motor vehicle loan. ₹ 12 cr earmarked.
16) New Infrastructure Push:
Four new road corridors under Assam Mala to be taken up. Other major infra projects planned, including parks in public spaces.
₹ 15,102 cr allotted.
17) Support to MSME sector:
A new scheme for providing capital incentive in the form of Credit Linked Subsidy directly to the lending bank for the MSME sector. This will be named as “Mukhya Mantrir Laghu Udyog Udagoni Aachoni”.
Another scheme to provide relief for the MSME sector through Term/working capital interest subsidy has been named as “Chief Minister’s MSME Interest Subvention Scheme”.
18) Mission Basundhara:
Quality disposal of all applications received under Mission Basundhara 2.0, completion of survey and settlement of NC villages under SVAMITVA, making significant progress in completing a resurvey of villages and Government lands across the State, full roll out of e-khazana facilitating landholders to pay land revenue from the comfort of their offices and homes and full roll out of digital stamping across the State.
