Grassroots development has become the hallmark of the Assam Government in the last few years. This, it feels, will ensure the holistic progress of the State. It is based on this vision and the work at the ground which has enabled the Tamulpur Development Block to bring laurels to the State by securing the top rank in the NITI Aayog’s ‘500 Aspirational Blocks Programme–Delta Ranks, March 2025’ for its outstanding overall performance.
This achievement was not based on overnight work, rather it was an outcome of dedicated efforts by officials, active community participation and a development-oriented mindset. From its previously held 331st position, Tamulpur rose to the No. 1 rank through innovation.

Driving Forces
One of the key approaches was regular field visits and direct as well as online consultations with stakeholders to review progress across all major indicators. Alongside, effective implementation of various measures helped address challenges, bridge gaps, and ensure visible impact. Senior officials also conducted routine inspections of health centres, schools, and Anganwadi centres to monitor progress on the ground.

Aadhaar enrolment for the new-born
Sukanya Samriddhi Yojana for girl child
U-WIN registration and vaccination
Samahar Kit: Distribution of essential kits for new born and mothers.
Additionally, strong measures were taken under the ‘Nikshay Mitra’ initiative to combat tuberculosis.
Empowering Livelihoods and Education
On 26 December 2024, Tamulpur successfully hosted a loan-mela-cum CMAAA entrepreneur meet where 781 loans worth ₹31.38 cr were sanctioned.
As per a 2024–25 survey, 266 school dropouts were identified, of which 138 were re-enrolled in schools through NRTS and RTS initiatives. Counseling was provided to 95 students through VCDC, while remaining dropouts were linked with ASRLM for livelihood and SHG integration. Skill development and vocational training were also provided to them. Moreover, awareness programmes/campaigns/rally against child marriage, child labour, and trafficking. To fight malnutrition, children were closely monitored under Severe Acute Malnutrition (SAM) and Moderate Acute Malnutrition (MAM) categories for timely intervention at the district level. Anganwadi workers conducted household visits to ensure early identification, counselling and support for malnourished children. Promoting dietary practices and improving maternal outcomes during pregnancy demonstration sessions on nutritious meals were led by ANMs and ASHAs.
Special livestock health camps, awareness drives for farmers, and initiatives by the District Mushroom Society and Arecanut Cluster brought new hope to the agricultural sector and improved livelihoods.
Drug abuse and road safety awareness sessions were conducted in schools. Under Ek Din Army ke Sath programme, every month, 40–50 students and 10 teachers from Tamulpur visit army camps to interact with army personnel.
An inspiring initiative introduced was Breakfast with DC where every month 10 students securing 1st position in their respective classes across Government schools were invited to have a meal with the District Commissioner and along with a renowned personality.
In another innovative approach, to enhance the implementation and monitoring of Jal Jeevan Mission, ex-servicemen from the district were engaged as JAL SAINIK.
Recognition the Efforts
Thanks to such innovative and people-centric measures, Tamulpur Development Block has earned recognition at the national stage. Recently, the Government of Assam has bestowed prestigious Karmashree Awards to DC Pankaj Chakravarty, Assistant Commissioner Arunima Kakoti, Anupam Deka, and Dr. Gautam Medhi (BPHC officer).
Speaking to Asom Barta, DC Tamulpur Pankaj Chakravarty said, “This award is not only a source of inspiration for us but also a driving force to create synergy among departments for efficient service delivery. As Tamulpur is a newly created district, this recognition will act as a catalyst to strengthen collaborative efforts, draw greater attention from the state headquarters, and inspire us all to perform better.”
He further added that the Karmashree award has infused electrifying energy and enthusiasm among all stakeholders.
Assistant Commissioner of the district Anupam Deka said, “Due to the coordination among various departments, implementation of the projects has become quite smooth. The experience and role of the District Commissioner’s is also a key contributor in the success.’’
