The mutual transfer of over 9,000 Government employees (Grade III and IV only) through a specially designed web portal is an unprecedented episode in governance in Assam. The Government of the day must be complimented for thinking through the entire process which has ended in a win-win issue for all. It is a universal thing for employees to be posted in ‘difficult’ and ‘uncomfortable’ locations while they choose to serve people through their talent and acumen, and so is the case with the Government to post them in places where it feels their services will be best utilized. However, social and family issues, at some stage of their career, bring in the desire for transfer or switch to a place of preference for many reasons. It is here that the role of the Government comes into picture: Balancing the emotional needs of its human resource with their requirement and existing vacancies. Many times in the past, loopholes and ‘middlemen’ in the system allowed for unsavoury episodes because the entire process was manual in nature. These made things uncomfortable for successive Governments since checks and balances were not put in place. In one fell swoop, this problem has been addressed at its core in a swift and transparent manner putting at rest any misgivings of employees and critics alike.
